STAN C. SMITH
PRESIDENT, CHIEF EXECUTIVE OFFICER

Overview:
Stan Smith has spent the last 17 years in the transportation industry, as the Commissioner of the Indiana Department of Transportation (INDOT), and as an information technology and management consultant to the transportation industry. He was also an active participant in AASHTO and a board member of ITS America. Effective May 1, 2011, Stan Smith became majority owner, President and Chief Executive Officer of Level 5 Engineering. Prior to Level 5, Mr. Smith was the area manager of the Indianapolis office for Parsons Brinckerhoff (PB) responsible for the management, oversight, growth and acceptance of PB as the vendor of choice for all planning and engineering services in Indiana. Prior to joining PB, he was an advisor and consultant to Bentley Systems. Mr. Smith directed and assisted the sales team in development of their marketing strategies for major transportation clients such as state departments of transportation, toll road authorities, transit agencies and municipalities throughout the country. He was also employed by IBM Corporation for 23 years in systems engineering and sales management. At IBM, he gained a wealth of experience in all facets of project management, people management, marketing and sales. Mr. Smith is well known and respected in the community and has established excellent business relationships within the public and private sectors. He knows how to manage and lead large and small projects. He has excellent skills in organizational leadership, marketing and communications. Mr. Smith holds a Bachelor of Science Degree in Business Administration from Savannah State University.

MICHAEL P. BREACH, PE - SR. Project Manager

Overview:
Michael Breach, PE, has over 30 years’ experience as a transportation engineer. He has been involved in the management and design of a wide variety of transportation facilities and planning studies throughout Indiana, Nevada, and Arizona since 1979. Mike is an experienced project manager with emphasis on design, management and analysis of projects involving highways, urban arterials, intersection improvements, urban street resurfacing, small structure replacements, traffic signal improvements, interstate and state highway lighting and signing projects. Mike has a long-standing history of working with INDOT and numerous communities throughout Indiana that will greatly benefit the design process.

Sample Projects:

Olio Road over I-69 - Hamilton County, Indiana
Mike served as Project Manager for design of a 0.45 mile arterial roadway connecting Fishers with Noblesville in Hamilton County, Indiana. The project limits are from 400 feet north of the Olio Road and SR 238 intersection to 500 ft north of the Olio Road and Tegler Drive/141st Street intersection. The project involves a two span bridge over interstate I-69 with MSE walls supporting a four-lane arterial roadway with an 8-foot multi-use path on both sides. A roundabout intersection is to be constructed at the Tegler Drive/141st Street intersection. The project included survey, bridge and road design, right-of-way engineering and land acquisition services.

Yeager Road - City of West Lafayette, Tippecanoe County, Indiana
Mike served as Project Manager for the reconstruction of Yeager Road, an urban collector roadway for the city of West Lafayette. The project limits are from Northwestern Avenue (US 231) to Sagamore Parkway West (US 52) on the west side of the city. The project involves the complete reconstruction of the roadway with added travel lanes and improved facilities for pedestrian and bicyclist. The work included new pavement, curb and gutters, storm sewer and pavement markings. A roundabout intersection is planned for the southern terminus of the project which is 1,300 feet in length. The project included survey, environmental, road design, right-of-way engineering and acquisition services.

New Campus Entrance and Phase 1 of the Loop Road System - University of Southern Indiana, Evansville, Indiana
Mike served as Project Manager for the reconstruction of the University’s main campus entrance intersection located immediately south of the Lloyd Expressway (SR 62) interchange as a roundabout intersection. The roundabout will serve as the new signature entrance into the Campus. Additional landscaping includes a centerpiece entry feature with signs walls and a 15 geyser fountain that will establish a benchmark for the physical characteristics of the rest of the campus. The road project will be completed in November of 2009 with the landscaping following in the spring of 2010.

Oak Hill Road Reconstruction - City of Evansville, Vanderburgh County, Indiana
Mike served as Project Manager for the reconstruction of Oak Hill Road, an urban arterial roadway for the city of Evansville. The project is to be constructed in two phases; with the first part beginning at the intersection with US 41 and continues approximately 1.5 miles north to the bridge over Pigeon Creek. The second phase is from Pigeon Creek to Lynch Road approximately 1.5 miles in length. The reconstruction varies from 2 lanes to 3 lanes with adjacent bicycle lanes. The portion across the Pigeon Creek Bridge will consist of 4 lanes. The work includes new pavement, curb and gutters, storm sewer and pavement markings.

Thomas H. Zimmer, PE - Project Engineer

Overview:
Tom has shown tremendous leadership during his experience as a project engineer/supervisor for several federally funded, local public agency construction projects. His experience has made him able to provide excellent service to our clients and to deliver construction final records in a timely and efficient manner. Tom’s knowledge of engineering principals, combined with his experience and knowledge of the construction environment make him a skilled member of any construction inspection team. He is known on current projects to be a strong advocate for the project’s owner, working in their best interest to resolve construction, scheduling and change order related issues.

Marina Access Road - City of Gary, Indiana

Tom is serving as the Project Manager overseeing our onsite Resident Project Representative on this road and bridge project representing the City of Gary and INDOT. The project consists of the removal of an existing ramp, a new bridge extension, exit ramp, and reconfiguration of Buffington Harbor Drive. INDOT standards have changed on some of the items on this contract since the letting date and Tom has had to help coordinate the resulting change orders to not sustain delays in the project. Due to quick action on these items the project has not been delayed and is actually ahead of schedule despite poor weather this year. The contract has a total cost of $3.2 million and is scheduled to be finished in August, 2010.

Henderson Street - City of Bloomington, Indiana

Tom served as the RPR on this road project representing the City of Bloomington and INDOT. The project consisted of storm sewers, sidewalks, ramps, and a bus pull off along Henderson Street from Hillside to Allen. It was part of a "Safe Routes to School" program that helped pay for a portion of the project to add a bus pull-off, crosswalks, and lighted crosswalk signs that are solar powered. Railings were also added at the box culvert crossing by Bryan Park for safety to the many people that jog and bike along the paths. The City of Bloomington had an inspector from the engineering department working with Tom to gain some experience in the field and learn the roles of an inspector. Working together with the city on a daily basis made for a very smooth project that came in under budget and on schedule. The final cost of the project was $488,500.

Progress Parkway, Phase I and II - City of Shelbyville

Tom served as project supervisor/engineer for this contract representing the City of Shelbyville and INDOT. The project consisted of new road construction, including a two-lane road with a parkway and railroad crossing. To save money on this project, Tom dealt with designers with some drainage changes which also needed to accommodate surrounding property owners. Tom worked with INDOT to come up with an accelerated schedule to get as much paving done as possible in the 2006 season to avoid paying increasing asphalt costs in 2007. The project received an award from the National Asphalt Paving Association due to quality of paving.

ADAM HIGGINS, PE - Project Engineer

Overview:
As Project Engineer for Level 5 Engineering, Adam is utilized in a multitude of areas including the engineering design team, construction engineering services, civil/site development and coordination of services for the Northwest Indiana region. Adam has experience with public and private clientele with an emphasis on storm water management and erosion control design for residential, commercial and industrial areas.

Marina Access Road - City of Gary, Indiana

Adam is currently the Project Supervisor/Engineer for this road and bridge project representing the City of Gary and INDOT. The project consists of the removal of an existing ramp, a new bridge extension, exit ramp, and reconfiguration of Buffington Harbor Drive. Adam deals daily with the prime contractor and any subcontractors performing work on the project. Adam holds meetings twice a month to discuss progress while coordinating with the City of Gary, INDOT, and Majestic Star Casino. Adam has worked diligently to accommodate changing INDOT standards and various discrepancies in the plans and executed change orders as necessary. He has worked hard to ensure the City of Gary is getting the best possible product and has closely monitored construction costs.

Fairland Road Extension - Shelbyville, Shelby County, Indiana

This project involves construction of a 3.7 mile rural arteial roadway on new alignment on the north side of Shelbyville to serve as the first phase of a planned extension of Fairland Road from SR 44 to Fairland Road (CR 400N) near the I-74 and Fairland Road (CR 400N) interchange. The purpose of the Fairland Road Extension project is to provide a safe and efficient north-south transportation corridor from the I-74 and Fairland Road (CR 400N) interchange to SR 44 as well as enhance the economic growth to the Shelbyville community. The limits are from W. Mausoleum Road (CR 100N) to Fairland Road (CR 400N). The southern terminus was selected because it presently serves several large industries along Mausoleum Road (CR 100N). The project involves construction of three bridge structures consisting of two 3-span structures carrying the Fairland Road Extension over existing drainage ditches and a signle span bridge to carry Fairland Road over the CSXT railroad. The bridges support a two-lane arterial roadway with shoulders. The project included survey, bridge and road design, right-of-way engineering and land acquisition services. The estimated construction cost for the first phase of the project is $16,000,000.

Progress Parkway - Shelbyville, Indiana

Adam has assisted with the construction inspection of phase IIIA/IIIB of Progress Parkway which is the third phase of a project that created a bypass for the city of Shelbyville from SR 44 to SR 9 around the southeast side of town. The project consists of approximately 1.5 miles of new road construction. Sanitary sewers are also being installed for the city utility. This job was selected to be partially funded by ARRA funds and requires additional coordination with federal regulatory agencies.

TIMOTHY P. WAGNER - GENERAL MANAGER & DIRECTOR OF FINANCE

Overview:
Mr. Wagner directs and coordinates the business operations and financial oversight of Level 5 Engineering, LLC. He is responsible for accounting operations and establishing uniformly high production and quality standards for all design and contract documents. Mr. Wagner has managed the planning and operations for companies in the construction, business development, information technologies, and accounting & finance industries. Mr. Wagner is from the Kelley School of Business of Indiana University at Indianapolis, with a dual-major in Accounting and Finance. Prior to his education, he proudly served in the United States Army in the XVIII Airborne Corp. He was a licensed securities dealer, having passed the Series 6 and Series 63 exams in the State of Colorado.

MATTHEW A. COMPARATO - DIRECTOR OF BUSINESS DEVELOPMENT

Overview:
Mr. Comparato is responsible for establishing continuing contacts with new prospects and coordinates contacts between staff and proposed clients. He serves as principal client contact when necessary and advises marketing principals of actions, schedules, prospects and related activities on a continual basis. Mr. Comparato supervises team members and coordinates activities for timely responses, submittals, presentations and proposals. He organizes development of marketing’s administrative system and resources and establishes goals, objectives, strategies, and budget requirements for developing new business.
